Job Description

Deaprtment Marketing Statement

The Director, Product Modernization is responsible for planning and implementing initiatives to modernize and transform WMATA’s/ Digital Modernization’s digital environment. Working closely with the Senior Director, Strategy & Portfolio Planning, this position is responsible for leading the definition and development of the digital modernization roadmap and alignment of the roadmap across products at the portfolio level; and is responsible for developing and managing Proofs of Concept for migration to production. The Director establishes a long-term product portfolio strategy, informed by customer and business needs, to gain alignment, secure resources and overcome impediments. The Director manages a team of project managers and developers to form an “incubation/innovation cell” to trial cutting edge technologies to support WMATA’s strategic plan and the needs of Digital Modernization’s business partners. This role serves as the primary champion of innovative product management and represents the product team in planning and supporting senior stakeholders across the Digital Modernization and WMATA organization.

The ideal candidate will have a passion for innovation, a deep understanding of customer needs, strong project management skills, and the ability to work closely with executive leaders across WMATA to align product strategies with business objectives.

MINIMUM QUALIFICATIONS

Education

  • Bachelor’s degree in business administration, Information Systems, or a related field.

  • In lieu of a Bachelor’s degree, a High School diploma or GED and a minimum of four (4) years’ experience in project management and business administration with demonstrated experience leading a digital strategy initiative(s)/ roadmap development. Must include experience in the development of major policies/ procedures and management responsibilities. Experience must reflect diversified senior level management responsibilities over middle management technical professionals (above first-line management).

Experience

  • Seven (7) years of experience in project management and business administration with demonstrated experience leading a digital strategy initiative(s)/ roadmap development. Must include experience in the development of major policies/ procedures and management responsibilities. Experience must reflect diversified senior level management responsibilities over middle management technical professionals (above first-line management).

Essential Functions

  • Works with Digital Modernization’s Executive Leadership in and across the Digital Modernization organization to plan, implement, and identify Digital Modernization’s priorities and strategic opportunities for digital transformation.

  • Translates Digital Modernization’s vision into strategic product roadmaps with an agile delivery approach in partnership with Tech while managing cyber, operational and/or regulatory risks.

  • Develop a roadmap of strategic modernization effort / product roadmap across the Digital Modernization organization and Metro, working in close partnership with the Digital Modernization’s leadership team, evolve the inspiration, discovery, and customer experience by leveraging new platforms and tools to drive product discovery across all DM business areas.

  • Implements the product roadmap incorporating technology in innovative and effective ways to ensure the product portfolio aligns with the company's overall strategy and vision.

  • Define, operationalize, and advocate for products and standards of practice in close partnership with Digital Modernization subject matter teams to optimize how we deliver against the roadmap.

  • Lead product modernization governance and development lifecycle including business case development progression through technical and business development maturity, and portfolio management of enterprise initiatives to delivery.

  • Partner with Digital Modernization’s leaders to influence end-state architecture and drive secure, resilient, performant and scalable technology solutions that solve material customer and business problems.

  • Collaborate with cross-functional teams to prioritize and guide feature development and prioritize features, improvements, and optimizations based on business impact and customer feedback.

  • Plan and manage projects for Proofs of Concept and develop business case analyses and business plans for full scale project adoption and implementation.

  • Stay abreast of technology trends and best practices in transportation and other technologies to identify candidates/vendors for Proof of Concept efforts.

  • Develop measures of effectiveness/ measures of merit for migration of Proofs of Concept to full project implementation effort

  • Provides input into procurement documentation, change management strategies and implementation plans for adoption of a Proof of Concept, as required.

  • Works closely with the Digital Modernization, Culture and Engagement group on initiatives to develop a culture of innovation and experimentation.
