Job Description

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Planning, Organization Development, Finance, Accounting, or related field.

A minimum office (5) years progressively responsible experience in strategic management, performance measurement, business administration, or related field. Or, graduation from an accredited college or university with a Master's degree in Business Administration, Organization Development, Planning, or related field. A minimum of three (3) years progressively responsible experience in strategic management, performance measurement, or related field.

Medical Group:

Ability to satisfactorily complete the medical examination for this position. Must be able to perform the essential functions of this job either with or without reasonable accommodation(s).

Mission Essential Designation:

In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties:This is a high level professional and technical position involving the development and analysis of Authority-wide strategic planning, performance measurement, and performance management systems. Incumbent uses innovative development techniques, corporate/transit best practices, and in-depth evaluation. He or she analyzes current performance, identifies new business models and markets, and develops implementation strategies and plans. Results provide refined critical information to enable effective organizational performance management, overview and leadership. Incumbent communicates regularly with executive staff and Agency personnel.

Incumbent also performs departmental strategic assessments, efficiency analyses, budgeting, and financial reporting. Incumbent conducts special departmental studies and analyzes expense trends and budget variances to direct future monthly expenditures and adjustment and to ensure efficient management of department resources.Updates and implements the corporate strategic plan for the Authority. Develops, analyzes, and evaluates strategic plan metrics and corporate performance monitoring systems.

Plans, develops, and evaluates strategic initiatives, programs, policies, and procedures for the Authority.

Independently conducts analytical studies.

Completes detailed office-by-office analysis of annual operating budget submissions, monthly expense trends, and budget variances. Develops departmental forecasts.

Serves as a project analyst to resolve problems and to meet PLSP objectives and Authority strategic goals. Conducts special studies like efficiency analyses and functional analyses.

Prepares "spot" reports on transit issues such as new service delivery systems, industry trends, and innovations in the transportation industry.

Responds to inquiries from members of Congress; Federal, state, regional, and local officials; the Board of Directors; and the public.

Prepares and presents reports and recommendations.

Attends meetings, hearings, high-level planning sessions, and other activities essential to the execution of the functional responsibilities of PLSP.

Maintains effective working relationships with individuals and organizations with whom interface and cooperation are required.

Performs related duties as required.
