Washington Metropolitan Area Transit Authority (WMATA), we are always in search of talented individuals, to join our team. We are currently seeking to hire a Manager of Digital Video Evidence. This position manages the day-to-day operations of the Digital Video Evidence Unit as well as, ensures efficient interaction with the Metro Transit Police Department (MTPD). The incumbent oversees the technical and analytical management of all recorded images on video which bear on criminal or civil liability matters. The incumbent is responsible for managing personnel, at various locations to ensure consistent application of compliance procedures and policies regarding video collection and retention. Other areas of oversight involve the recovery of video evidence, chain of custody issues, and legally acceptable methods of storage. The Manager, Digital Video Evidence oversees and coordinates work efforts independently and reports progress and major developments to Senior Leadership. You will coordinate closely with departments involved in or supporting video, including Operations and Transit Police, Safety and Readiness, Infrastructure, Digital Modernization, and Planning and Performance.

Reporting to the Director, Video Operations, this position is 24/7 operation that is critical to the organization, your responsibilities also extend to providing support to the new Metro Integrated Command and Communications Center (MICC).

Minimum Qualifications

Education

  • Bachelor’s Degree in Law Enforcement, Information Systems Management, Video Technologies or related field

  • In lieu of a Bachelor’s degree, a high school diploma or GED and four (4) years of experience in the management of evidence collection, administrative experience dealing with highly visible and politically sensitive issues and respond to police, attorneys, and employees at all levels, including executive management

Experience

  • Minimum of five (5) years of experience in the management of evidence collection, administrative experience dealing with highly visible and politically sensitive issues. Responding to police, attorneys, and employees at all levels, including executive management concerning evidence. Direct experience in Freedom of Information Act (FOIA) as well as privacy policies and laws

Certification/Licensure

  • Possession of and ability to maintain a valid driver’s license from state of residence

Preferred

  • Bachelor’s Degree in Criminal Justice, Law Enforcement, Police Service, Information Systems Management, Video Technologies or a related field

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Manager, Digital Video Evidence position manages the day-to-day operations of the Digital Video Evidence Unit as well as, ensures efficient interaction with the Metro Transit Police Department (MTPD). The incumbent oversees the highly-specialized technical, professional, and analytical management of all recorded images on bus, rail, or rail yards which bear on criminal or civil liability matters that must be recovered by MTPD members. The incumbent is responsible for managing personnel, at various locations to ensure consistent application of compliance procedures and policies regarding video collection and retention. Other areas of oversight involve the recovery of video evidence, chain of custody issues, and legally acceptable methods of storage. The incumbent has latitude for independent judgement and acts with responsibility for developing recommendations for internal procedures, producing statistical reports, and generally supporting the work of the Division and Bureau. The Manager, Digital Video Evidence oversees and coordinates work efforts independently and reports progress and major developments to the Criminal Investigation Division (CID) Captain, Deputy Chief, and Chief of Police.

Essential Functions:

  • Manages the day-to-day operations of the Digital Video Evidence Unit. Ensures efficient interaction with the Departments of Bus and Rail to provide timely assessments and responses to requests for information.

  • Administers all Digital video evidence reports and recovered video images, to include accountability, accuracy, storage and retrieval, both criminal and non-criminal.

  • Oversees the staff review function of the department. Reviews all digital video reports, ensuring accuracy, prior to being distributed to the requesting department.

  • Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning of duties, directing work, approving leave request and time sheets, and ensuring appropriate training is provided. Monitors, trains, and instructs subordinate staff. Conducts performance appraisal planning and monitoring and provides feedback to subordinates.

  • Provides supervision and direction to any WMATA personnel recovering, transporting, or storing digital video evidence to maintain the preservation, integrity, and confidentiality of all digital video evidence.

  • Recovers images upon request from internal departments or any other internal or approved external entity. Utilizes qualified WMATA personnel to recover digital video evidence and will coordinate and direct all activities involving the recovery of digital video evidence. Maintains secure storage of all video evidence.

  • Ensures that all video images are only released to WMATA personnel who have official use of the images and to other law enforcement agencies for criminal investigation, pursuant to court order, or through a Public Access to Records Policy (PARP) request. Reviews documented log of any requests for release, the date of request, the name of requestor, the method of request (subpoena, PARP, etc.) and whether the request was honored.

  • Conducts random checks of the cameras and recording devices at rail stations and coordinates repair/replacement as needed.

  • In conjunction with Bus and Rail services, develops policies and procedures for recovery of wireless video from buses and timely notification of wireless bus failures and repairs.

  • Trains approved persons in the proper methods of recovery and storage of video evidence. Works closely with internal departments to ensure they are serviced in a timely manner.

  • Ensures that cameras are monitored and recorded video is checked, in real-time during critical and criminal incidents and that information is relayed to responding officers and supervisors via the radio.

  • Participates in conferences, seminars, committees, and meetings on behalf of the Deputy Chief and/or Chief of Police.
