WMATA is recruiting for a self-starting project manager with strong leadership skills and experience managing multiple projects involving various skill trades to include unionized personnel. Candidate must be able to plan and manage multi-million dollar projects from concept to completion. Candidate must also be well versed in project scheduling software as well as other tools to enable procurement efforts, reporting and budgetary compliance. PMP certification is highly desirable.
Graduation from an accredited college or university with a Bachelor’s Degree in an Engineering, Technology and Management, or related field. A minimum of seven (7) years of progressively responsible experience in Capital Program Management and/or facilities development field in the transit industry.
Or, an equivalent combination of post-high school education and a minimum of nine (9) years of progressively responsible experience in Capital Program Management and/or facilities development field in the transit industry.
Ability to complete satisfactorily the medical examination for this job. The employee must be able to perform the essential functions of this job either with or without reasonable accommodation(s).
Mission Essential Designation
In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
This is highly responsible professional supervisory project management work involving the effective implementation and coordination of OPRS Facilities Capital Improvement Projects and Rehabilitation and Replacement Programs. Employee in this job is responsible for directing the activities related to program development, coordination, progress, status and project management information tracking. Employee is responsible for serving as the principal supervisor to integrate and implement objectives for the OPRS Facilities Capital Programs, schedules, budget, materials, delivery and associated force account labor. Employee is responsible for effectively providing leadership, information and guidance to program team in support of dynamic program objectives. Employee has latitude for independent judgment and action within established guidelines.
Supervises and coordinates the effective implementation of Facilities Capital Program. Project Managers will coordinate the rehabilitation of the various facility equipment such as Station Structural Retrofits, Station and Tunnel Ventilation Rehabilitations, Drainage Pumping Station Rehabilitations and Track and Structures Rehabilitations.
Effectively plan, develop, coordinate, and provide direction for the assembly and execution of the comprehensive annual OPRS Facilities Capital Improvement Programs and work closely with the Sr. Project Manager to effectively accomplish project requirements and ensure conformance to established cost, schedule and technical performance objectives.
Effectively oversees the preparation of the annual and 5 Year OPRS Facilities CIP Program as part of the WMATA CIP.
Develops project cost estimates and schedules. Oversees the timely development of technical specifications by the ENSS and On-Call Engineering firms. Develops detailed work plans and schedules for manpower, materials, and equipment for each OPRS Facilities Capital Improvement Program Project.
Efficiently manages program coordination activities to include control for financial and program requirements. Implements computerized project management tracking and reporting system, database design and project management to capture capital procurements and related information including budget, expenditures, program materials, force account labor, tools and components, delivery schedules, specifications, vendor/supplier and manufacturer information, weekly and monthly project status reporting.
Oversees program performance and ensures expeditious handling of capital procurement actions through the approval process. Ascertains impending problems and conditions which may cause program delays and provides administrative assistance to solve procurement related issues, including budgetary and funding matters, sole source procurements, alternative suppliers, specifications and manufacturer discrepancies, material shipping timetables and delivery schedules. Efficiently staff and schedule department Board action items and assemble Board packages for presentation to advertise and award.
Monitors implementation of CIP schedules, and identifies and reports problems to OPRS management. Conducts field audits and reviews of all OPRS Facilities CIP Projects. Coordinates resolution of CIP problems with OPRS Branches and other WMATA Offices as required.
Identifies deficiencies in project implementation to Sr. Project Manager. Provides timely information and reports on project status and problem resolution. Aggressively monitors, critiques, flags problems, and initiates actions to ensure completion of projects within budget and on schedule, and keeps OPRS management informed of problems and status.
Supervises subordinate staff and consultants to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
Efficiently serve as liaison and supply program information to Managers and engineering staff, OMBS, PROC, and other affected Authority offices in the coordination of budget development, funding and implementation of Capital Projects.
Sustains all requirements necessary to effectively monitor and implement Capital Programs.
Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to OMBS as well as the program's front office (ELT member) as required.
Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices.
