Job Description

THIS JOB OPENING IS BEING USED TO FILL CURRENT AND FUTURE VACANT POSITIONS IN THIS CLASSIFICATION AT VARIOUS SHIFTS, LOCATIONS AND ASSIGNED DAYS OFF.

ORDER OF PREFERENCE: The selection for Maintenance and Construction is made on the basis of fitness and ability with preference given to: Maintenance and Construction District, System-Wide (L689), Authority-Wide and external candidates, respectively.

Minimum Qualifications :

Education

  • High school diploma or possession of a high school equivalency certificate (GED)

  • Satisfactory completion of an accreditted vocational school and/or training program in electrical/electro-mechanical work or electrical apprenticeship training from an established trade union or power utility company

  • In lieu of the training program, completion of a electrical apprenticeship experience

Experience

Twelve (12) months following the achievement of a particular grade level (i.e. Grades D, C, B, A and AA), an incumbent may be advanced to the next grade level provided he/she has taken and passed any required written or practical tests, acquired any required certifications and has met acceptable fitness for duty, work record and job performance requirements.

  • Level D (Helper)

  • A minimum of two (2) years as a mechanical electrical maintenance and test technician, or related experience

  • Level C

  • A minimum of three (3) years as a mechanical electrical maintenance and test technician, or related experience

  • Level B

  • A minimum of four (4) years as a mechanical electrical maintenance and test technician, or related experience

  • Level A

  • A minimum of five (5) years as a mechanical electrical maintenance and test technician, or related experience

  • Level AA

  • A minimum of six (6) years as a mechanical electrical maintenance and test technician, or related experience

Certification/Licensure

  • Valid District of Columbia, Maryland, or Virginia Motor Vehicle Operator's permit

Medical Group:

Ability to satisfactorily complete the medica l examination for this class.

Ability to distinguish basic colors for component, wiring and safety identification. Ability to perform strenuous physical tasks including frequent lifting of objects up to 50 pounds and occasionally to 75 pounds.

  • In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Mechanic Electrical Maintenance and Test Technician performs electrical testing and maintenance work on WMATA systems and equipment. The incumbent performs assignments through to completion. Existing rules, regulations and procedures govern the work. Supervision may be required for technical non-standard situations.

Job Levels : At each successive grade level of this job (i.e. Grades Helper, C, B, A and AA), the incumbent is expected to demonstrate increased, distinguishing levels of proficiency and efficiency in knowledge, skills and abilities when performing the assigned duties and essential functions described in this job description

ESSENTIAL FUNCTIONS

  • Performs maintenance on the electrical distribution system through the performance of: highly skilled electrical testing and calibration (such as insulation resistance, high potential, power factor, transformer turns ratio, winding resistance insulating liquid, gas analysis, contact resistance, travel analysis, protective relays, infrared inspection, circuit breaker inspection and related electrical tests). The scope requires switching of Traction Power and Passenger Station high voltage breakers, DC track feeder breakers and AC drawout breakers; and removing, replacing or repairing of defective components, to ensure the rail traction power system is in a state of good repair and in accordance with Authority standards, safety regulations, basic lighting standards, electrical testing standards and high voltage safety standards and practices.

  • Perfoms speialized equipment installations and modifications to include: start-up and acceptance testing of power equipment such as UPS systems, remote transmission units, emergency batteries and substation electrical switchgear by implementing Engineering Modification Instructions (EMIs) and Maintenance Service and Testing Instructions, to ensure the rail traction power system is in a state of good repair and all installations or modifications are conducted to Authority and manufacturer’s standards.

  • Responds to electrical trouble reports, determines problem(s) and repairs/restores equipment to service. Responds immediately to emergency problems and performs the switching of electrical breakers when necessary, to ensure revenue service is restored safely and efficiently.

  • Completes required documentation and reports for the repair and maintenance of electrical equipment and systems by using the proper forms, tags or inputting data into the Maintenance Management Information System. Requisitions parts from the supply room, to ensure accurate and timely documentation of maintenance work and necessary parts are ordered to complete assigned duties.

  • Attends on-the-job and formal training classes. Assists higher classified Electrical Maintenance Test Technicians in their assignments, and lends technical assistance to Electrical Maintenance Test Technicians in lower classifications, to prepare incumbent to perform necessary maintenance activities safely and efficiently and provide support to higher job levels, to gain in field knowledge of various maintenance activities and/or provide opportunities for lower level jobs to gain field knowledge.
