Job Description

As a Maintenance Planner in the Office of Bus Maintenance your primary function will be to develop proactive maintenance plans for the MetroBus fleet that are consistent with the COO Mission and Vision Statement. As a Maintenance Planner you will be assigned to various systems and sub-systems of the fleet to plan, schedule, prioritize, and ensure safe practices used in the execution of maintenance plans, while applying leading practices in maintenance planning and scheduling processes to optimize the use of WMATA resources.

This role is for multiple vacancies.



  • Bachelor’s Degree in Mechanical, Electrical, or related engineering field.

  • In lieu of a Bachelor’s degree, a High School Diploma or GED and four (4) years of experience in an electrical or mechanical maintenance role will be considered.


  • Five (5) years of practical experience in an electrical or mechanical maintenance role which includes experience in administrative maintenance management, maintenance principles and Computerized Maintenance Management Systems (CMMS) (i.e. practical experience served as a maintenance supervisor or maintenance planner and/or scheduler)


  • Possession of a valid Motor Vehicle Operator's License issued from jurisdiction of residence at the time of appointment.


  • Certified Maintenance Reliability Professional (CMRP) certification

The Maintenance Planner performs asset maintenance planning for assigned WMATA maintenance departments. Responsibilities include developing, configuring and modifying a complete scope of maintenance job plans, containing schedules, labor, work packs, procedures, tools, materials and equipment. Works with engineering offices to provide planning, scheduling, technical and document management support. Develops, revises and assist in the implementation of Reliability Centered Maintenance (RCM) programs for all applicable maintenance departments. Responsible for converting WMATA’s asset management and maintenance strategy into maintenance execution activities.


  • Creates maintenance job plans for WMATA’s vehicles, sub-systems, components and support equipment. In accordance with established procedures, develops a full scope of maintenance details to allow for the proper execution of maintenance activities including preventive and predictive maintenance, retrofit, modification, inspection and overhauls for various maintenance departments.

  • Documents process flow procedures to facilitate the explanation of supporting documents, indicating the performance criteria to be met for each stage of the job plan. Clearly establishes performance targets, deadlines, outcomes, responsibilities and authorities identified for every stage and everyone involved in the work process.

  • Collaborates with managerial and supervisory personnel within assigned maintenance departments regarding the scope of job plans in order to secure the necessary manpower and resources for effective production and maintenance outcomes.

  • Serves as the principal contact and liaison between Maintenance, Engineering, Operations and other supported departments to ensure that all internal beneficiaries of maintenance receive timely, efficient and quality job plans.

  • Performs short- and long-range planning activities, including regular analysis of corrective maintenance (CM) and preventive maintenance (PM) backlogs to balance and sustain a proactive preventive/predictive maintenance program.

  • Works with procurement and storerooms to purchase all necessary parts and job kits required to perform the complete scope of maintenance work within job plans.

  • Establishes maintenance departments’ job plan timelines and goals to determine and arrange required shop work in order to minimize downtime and interruptions to normal operations.

  • Updates maintenance procedures as necessary based on the review of equipment work order history and failure analysis in order to maintain the effectiveness and efficiency of established maintenance job plans.

  • Creates job plans for statutory maintenance in accordance to local, state and federal requirements.

  • Responds to inquiries and requests made by Authority stakeholders in an effective and timely manner; maintains effective work relationships with other WMATA’s facilities and offices.


  • Collaborates with Quality, Engineering, Contractors, and applicable maintenance departments for complete clarity of job scope for planned work to be performed.

  • Produces quality content work packs covering all equipment safety, tools and parts for the maintenance work performed to ensure that quality parts are correctly identified, pre-assembled, protected and checked for correctness.

  • Visits the field to assure that all job plan steps are being complied with.

  • Maintains files of all applicable departmental paperwork received by the maintenance planning office and retrieves active and archived documentation as required.

  • Ensures up-keep and accuracy of equipment maintenance history and job records in the CMMS database.

  • Acts as point of contact for all planning and scheduling related issues including providing technical assistance to other Maintenance/Process personnel and external bodies (including legislative bodies).

  • Prepares maintenance job plan projections for budget planning purposes.

  • Works closely with Maintenance Schedulers to optimize the maintenance schedules of a job plan.

  • Serves as backup and support for Maintenance Planners responsible for other operational areas when they are absent due to vacation, sickness, or special projects.

  • Trains other staff members in work methods and procedures.
