Job Description
MARKETING STATEMENT
The Director of Storerooms and Material Logistics, also known as The Director Supply Chain Management – Facilities and Warehousing will work in the Supply Chain Management Department and is responsible for establishing and leading a supply chain enterprise business practice to support the inventory and consumable materials requirements for the Washington Metropolitan Area Transit Authority, a complex and diverse multi-modal transit system.
The incumbent will lead a team of managers and is responsible for the management of materials, capital equipment, components and services as well as directing all aspects of a company-wide logistics system to support an associated warehouse and distribution operation. In addition, the Director, Supply Chain Management - Facilities and Warehousing develops, oversees and executes a variety of large, complex supply chain initiatives and strategies to enhance the end-to-end supply chain in collaboration with numerous departments.
This position offers a rich benefit package to include health, dental, group life insurance, paid holidays, annual and sick leave, a 457 Deferred Compensation Plan and a 401a Plan, tuition reimbursement, flexible spending accounts, and free transportation on Metrobus and rail. The minimum annual starting salary for this role is $121K.
This position is on-site/in- person Monday-Friday and may require weekends and evening hours. There is some flexibility of working a hybrid schedule, working in the office Monday-Friday at least 4 days a week. Work performed on-site may include various storerooms, rail stations and bus divisions.
MINIMUM QUALIFICATIONS
Education
Bachelor's Degree in Business, Purchasing/Supply Management, Supply Chain Management, Engineering, or a related technical field
In lieu of a Bachelor's Degree, a High School Diploma/GED and four, (4) years of experience in planning, developing, analyzing, overseeing and evaluating logistics, warehousing, and materials management programs, in addition to the minimum experience requirements below, will be considered.
Experience
Ten (10) years of progressive and diversified management experience in the design, planning, execution, control, and monitoring of major supply chain activities in a competitive infrastructure, safety-orientated operating environment
Demonstrated experience in material warehousing, distribution and logistics
Certification/Licensure
• Valid driver's license in the jurisdiction of residence.
Preferred
Bachelor's degree in Supply Chain Management, Operations, Business Administration, Inventory Management or a related field
Management experience in a transit environment
Demonstrated understanding of Federal Transit Administration regulations
Demonstrated understanding of project management principles
Demonstrated experience managing a diverse staff
Demonstrated experience managing a represented staff

SUMMARY
The Director, Supply Chain Management – Warehousing and Logistics (SCWL) is responsible for establishing and leading a supply chain enterprise business practice to support the inventory and consumable materials requirements for a complex and diverse multi-modal transit system. This includes the management of materials, capital equipment, state of good repair, components and services, as well as directing all aspects of a company-wide logistics system to support an associated warehouse and distribution operation. Additionally, the incumbent develops, oversees and executes a variety of large, complex supply chain initiatives and strategies to enhance the end-to-end supply chain, in collaboration with numerous departments. These initiatives include divestment, supply chain quality control and business systems improvement.
ESSENTIAL FUNCTIONS
Provides overall direction, coordination and monitoring of warehousing and logistics functions including the development of standard operating procedures; identification, and enforcement of safety regulations; the implementation of programs to ensure the safety and optimal performance of the workforce, and the establishment of employee recognition programs.
Establishes key metrics to maintain sufficient levels of inventory to ensure efficient supply-chain management.
Determines the most efficient and cost-effective supply plan within a multi-site distribution environment. Assists in the negotiation of vendor logistics terms and conditions to ensure vendor supplier quality. Initiates, implements, and drives operations improvement in inventory planning and cost saving initiatives.
Ensures that cost efficient decisions are made during the receipt, storage and distribution process by working cross-functionally with storerooms and warehouse operations, stakeholders and other Supply Chain offices. Provides strategic analysis and metrics to decision makers in Operations, working collaboratively with Procurement and financial organization units to align with Washington Metropolitan Area Transit Authority (WMATA)’s goals of fiscal responsibility and service reliability.
Establishes and communicates standard operating policies and procedures for Supply Chain Management – Warehousing and Logistics storerooms and warehouse operations based upon best practices to align with WMATA’s safety policies and programs standards.
Coordinates across the Authority to establish the quality control programs of inventory accuracy, inventory control, and product control based on WMATA’s system of record.
Leads and executes a divestment recovery program to include end of life assets, equipment and material. Manages the excess inventory process for WMATA. Makes recommendations to divest items to maximize value recovery.
OTHER FUNCTIONS
Facilitates continuous efficiency improvements for WMATA’s Supply Chain and instills a culture of customer fixation, aiming for the achievement of excellent customer service and high operational quality and safety standards, while inspiring and rewarding an atmosphere of best practice sharing among staff members and peers.
Develops curriculum, recruits, and implements a formal training program for SCWL team members at frontline and management levels.
Serves as the lead for special projects, including implementation of a Warehouse Management System (WMS), new warehouse and storage designs and builds, state of good repair program, and other projects as assigned.
Develops and implements all SCWL Standard Operating Procedures, Staff Notices, and SCWL Bulletins.
Ensures all regulatory and compliance measures are met within WMATA’s applicable guidelines, quality and safety standards.
Operates Authority vehicle between work locations to perform job duties as required.
