Minimum Qualifications:

Education

  • Bachelor’s Degree in reliability, electrical, mechanical or related engineering field.

  • In lieu of a Bachelor’s degree, a High School Diploma or GED and four (4) years of experience in a maintenance-related role may be considered

Experience

  • Minimum of seven (7) years of demonstrated experience in a maintenance position, which may include practical experience served as either a technician/mechanic, maintenance supervisor, maintenance planner or maintenance scheduler; or any combination of the listed maintenance experiences

  • Demonstrated strong experience in the use of Computerized Maintenance Management System (CMMS) (e.g. Maximo).

Certification/Licensure

  • N/A

Preferred

  • Previous engineering or maintenance management experience

  • ASQ-CRE or CMRP certification

  • Driver’s License for jurisdiction of residence

Job Summary

The Assistant Manager, Maintenance Planning and Scheduling (MPLN) assists in managing the MPLN team. The incumbent assists in leading efforts to create, plan and schedule maintenance activities; assists in developing the implementation of Reliability Centered Maintenance (RCM) methods throughout Washington Metropolitan Area Transit Authority (WMATA) maintenance departments and provides guidance regarding industry best practices of asset lifecycle management strategies.

Essential Functions

  • Assists with managing MPLN’s staff in efforts to create efficient Corrective Maintenance (CM), Planned Corrective Maintenance (PCM) and Preventive Maintenance (PM) programs for various departments.

  • Assists with the completion of personnel administration activities, training enrollment and assigned tasks of staff members to achieve department objectives. Applies WMATA policy, Standard Operating Procedures (SOP) in conjunction with supervisory and interpersonal skills while utilizing existing enterprise systems (i.e. PeopleSoft and Maximo).

  • Leads MPLN’s team members in the updating of maintenance processes, forecasts and scheduling frequency based on the review of asset work order history, CM backlogs and failure analysis; Optimizing the efficiency of established maintenance work packs and maintenance programs.

  • Oversees the reporting methods and metrics used to establish Preventive Maintenance Inspection (PMI) performance and definitions of compliance for RAIL and department(s) of RAIL Support Services. Providing technical maintenance assistance ensuring that respective department(s) goals and objectives are met.

  • Assists in managing Railcar and Railcar asset induction and creation; monitors asset data files for asset duplication, asset tagging, and data and serial number accuracy in asset management systems (i.e. CMMS, Maximo).

  • Supervises the collaboration with stakeholders, department heads, and managerial staff within assigned maintenance departments in reviewing the scope of maintenance activities; defining job plans, asset availability, manpower and resources/job kits. Clearly establishing performance targets, deadlines, outcomes and responsibilities of the maintenance program.

  • Serves as the lead point of contact for all rail asset maintenance planning and scheduling related issues, providing technical assistance to other maintenance/process personnel and external bodies (including legislative bodies). Ensures that all maintenance inquiries are addressed, fostering and maintaining effective relationships with other departments, facilities and offices.
