Marketing Statement

The Police Training Coordinator Firearms will work in The Metro Transit Police Department (MTPD), which is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.

The Police Training Coordinator Firearms performs a variety of specialized non-sworn officer, technical, manual and other duties in support of the Metro Transit Police Department (MTPD) Firearms Training Facility and maintains the MTPD armory; conducts weapons training duties and performs related work as required under limited supervision. Additionally, the Incumbent will manage the daily assignments of Range Safety Officers and Instructors to students, ensuring the range is delivering safe, professional, quality training.

The minimum annual starting salary for this role is $83,784. Those who are exceptionally qualified may receive a higher starting salary up to $126K.

Minimum Qualifications

Education

  • Graduation from an accredited college with a Bachelor’s degree in Social Science, Public Administration, Criminal Justice, Human Resources, or related field.

  • Or, in lieu of degree four (4) years of progressively responsible experience in police personnel and firearms training with the responsibility for research and preparation of reports, maintenance of complex manual and automated record keeping systems, participating in the coordination and scheduling of training programs may be considered.

Experience

  • Three (3) years of progressively responsible experience in police weapon systems training with responsibility for research, preparation of reports, maintenance of complex manual and automated record keeping systems, coordinating and scheduling of training programs.

Certification/Licensure

  • Possession of or the ability to obtain National Rifle Association (NRA) Instructor Status within twelve months from hire.

  • Possession of or the ability to obtain MPCTC and DCJS certification as a firearms instructor within twelve months from hire.

  • Possession of or the ability to obtain certification as an armorer on each of the MTPD’s weapon systems within twelve months from hire.

Preferred Experience

  • Prior experience in police department operations is highly desired.

  • Prior experience in classroom presentation and with adult education techniques.

  • Prior experience with the law enforcement certification processes in Maryland and Virginia is highly desired.

Summary

The Police Training Coordinator – Firearms performs a variety of specialized non-sworn officer, technical, manual and other duties in support of the Metro Transit Police Department (MTPD) Firearms Training Facility. Maintains the MTPD armory; conducts weapons training duties and performs related work as required under limited supervision. The primary responsibility involves analyzing, researching, and developing training courses independently and jointly with other law enforcement organizations. The work includes considerable public contact, routine research tasks and continual compliance with training requirements of Federal, State, and local agencies. The incumbent organizes, schedules, coordinates, and monitors the Metro Transit Police Department's firearms training activities and less lethal weapons training programs for sworn and non-sworn police personnel.

Essential Functions

  • Manages the daily assignments of Range Safety Officers and Instructors to students, ensuring the range is delivering safe, professional, quality training.

  • Coordinates and schedules all internal and external firearms training for sworn and non-sworn MTPD personnel.

  • Develops complete training plans with realistic and measurable objectives in an efficient and cost-effective manner.

  • Creates, develops and maintains training sessions and materials based on Department of Criminal Justice Services of Virginia (DCJS), the Maryland Police and Correction Training Commission (MPCTC), the governing bodies for MTPD Tri-State Certification lesson plans required subject matter and mandated material and in compliance with the District of Columbia Security Officers Management Branch (SOMB) and all applicable DC Code. Ensures complete compliance with all Federal and State training requirements.

  • Develops lesson plans and conducts training sessions on MTPD issued firearms and less lethal weapons. This includes operating and demonstrating all MTPD issued firearms and less-lethal systems.

  • Performs initial firearms training, or remedial instruction to sworn and non-sworn MTPD personnel.

  • Develops lesson plans and conducts training sessions on the Law Enforcement Officers Safety Act (LEOSA) firearms qualifications for MTPD retirees.

  • Prepares for and coordinates audits of the MTPD firearms training programs with state regulatory representatives from the DCJS, MPCTC, and SOMB to ensure the MTPD is in compliance with the relevant statutes of Virginia, Maryland and the District of Columbia.

  • Follows advances in weapon systems, training aids and materials and incorporates them into existing programs as appropriate. Also, follows all changes in jurisdictional laws and regulations relating to the use of force and recommend changes to department policies and procedures as needed.

  • Prepares and disseminates correspondence, memos and schedules regarding qualification, weapons maintenance and other information, as necessary.

  • Attend courses and training seminars relating to weapons maintenance and firearms training as required.

  • Update and maintain records of qualifications and weapons maintenance.

  • Controls and maintains inventory of all departmental weapons, less lethal systems, firing range supplies and orders range supplies in compliance with budget guidelines.

  • Distributes, delivers and retrieves all department-issued weapons, authorized weapons, armory and range equipment for maintenance, repair and storage.

  • Keep current regarding new methods of range training and armory operations. Works with management and maintenance staff to ensure the filtration, bullet trap, and target retrieval systems are properly maintained.

  • Conduct annual inspections of department-issued weapons and less-lethal weapon systems.

  • Act as Contracting Officers Technical Representative (COTR) for purchasing weapon systems, ammunition, armory equipment, and range equipment. Also, act as Environmental Compliance Officer (ECO) to include overseeing hazardous waste disposal, manifests for hazardous waste and range cleaning.

  • Interpret MTPD administrative and departmental policies and procedures as well as State and local laws, statutes, codes, and regulations, and makes recommendations for firearms training implementation based on same with the consultation and concurrence of the Office of The General Counsel as appropriate..

  • Works a flexible schedule to accommodate MTPD needs.

  • Drives an Authority vehicle.

  • OTHER FUNCTIONS

  • Serves as the liaison with members of WMATA's Training divisions to ensure all WMATA mandates are met, as well as the annual mandates from the Maryland Police Training Commission and Virginia’s Department of Criminal Justice Services, as well as the Districts of Columbia’s Security Office Management Branch.
